Revenue Operations

The Revenue Operations division is the engine room of the Idaho State Tax Commission. It’s responsible for receiving, processing, and safeguarding the billions of dollars in tax revenue that fund public services across the state. From opening mail to depositing payments and verifying returns, this division ensures that every transaction is handled with precision and care.

Stats (CY24):

  • Issued 701,822 refunds totaling more than $550 million.
  • Processed 1,027,357 individual income tax returns and 141,269 business income tax returns.
  • More than 90% of individual taxpayers filed electronically. 
  • Individual taxpayers filed 95,897 paper returns.
  • In fiscal year 2025, the agency mailed more than 340,000 personalized paper returns to businesses with tax permits.
  • For each document not mailed in FY26, the Tax Commission saves $1.25 in costs that include printing, postage, toner, envelopes, and paper.

Audit

The Audit team plays a vital role in ensuring that Idaho’s tax system is fair, transparent, and effective. Our auditors work behind the scenes, and sometimes in the field, to verify that individuals and businesses are accurately reporting and paying their taxes in accordance with state law.

Stats (FY25):

  • Conducted 20,674 audits.
  • Identified $98 million in unpaid tax liabilities.
  • 96% of taxpayers surveyed after an audit reported having a fair and positive experience.
  • Fraud activity has remained low in Idaho with only 0.02% of returns received being fraudulent.

Compliance

The Compliance team ensures that taxpayers meet their legal obligations by addressing unpaid taxes, unfiled returns, and other account issues. Through a combination of outreach, education, and enforcement, the team works to bring taxpayers into compliance while maintaining fairness and professionalism. Their work helps protect Idaho’s revenue and uphold the integrity of the state’s tax system.

Stats (FY25):

  • Closed 161,951 cases.
  • Recovered $288 million owed to Idaho.
  • Sent more than 600,000 letters costing approximately $500,000.

Taxpayer Resources

The Taxpayer Resources team is the front line for information, education, and support. It’s a dynamic group of communicators, educators, and service professionals dedicated to helping Idahoans navigate the state’s tax system with confidence and ease. 

Stats (FY25):

  • Answered 83,000 calls from taxpayers.
  • Averaged 9,916 calls per representative.
  • Paper correspondence is a major driver of call volume; less paper means more time spent on complex taxpayer needs.
  • Individual taxpayers can see if they qualify to use free software at tax.idaho.gov/freefile (updated in early January).
  • Individual taxpayers can download fillable forms and instructions at tax.idaho.gov/IITforms.
  • See ways to pay, including for free from a bank account, at tax.idaho.gov/epay.
  • Taxpayers expecting an Idaho refund can check tax.idaho.gov/refund anytime.
