Received a letter to take a quiz or enter a PIN?

To help safeguard your information and keep refunds from going to criminals, the Tax Commission may need to verify your identity.

You may receive one of three letters:

  • A PIN letter that asks you to enter a PIN to make sure you or your representative filed the tax return we received
  • A quiz letter that asks you to take a short quiz or provide copies of documents to verify your identity
  • An ID verification letter that asks you to provide copies of documents to verify your identity

Received multiple letters?

If you've received more than one identity verification letter, it can be because we've received multiple tax returns using your Social Security number or Individual Tax Identification Number. PIN Letter

1. Why am I being asked to use a PIN to verify whether I filed a return?

Identity theft and tax refund fraud are two top cybercrimes. This verification is a safeguard to prevent criminals from using your identity to steal refunds by filing a false tax return in your name.

2. How does the PIN process work?

People selected to verify a return using a PIN will receive a letter asking them to enter the PIN and their last name online within 20 days.

  • If you verify that you filed the return, your return will continue processing.
  • If you tell us you didn't file the return, someone from the Tax Commission will contact you within two business days.

We won't pay any refund claimed on your return until you verify that you filed it.

3. Why am I being asked to take a quiz to verify my identity?

Identity theft and tax refund fraud are two top cybercrimes. This quiz is a safeguard to prevent criminals from using your identity to steal refunds by filing a false tax return in your name.

4. Can I take the quiz if I haven't received an identity verification letter?

Only those who receive a letter can take the identity quiz.

5. Can I have someone else take the quiz for me?

Only you can take the quiz. However, your legal guardian or a person to whom you've assigned power of attorney can mail or bring documents to the Idaho State Tax Commission to prove your identity. Once we receive the required documents, we'll continue processing your return.

6. What information will I need to take the quiz?

The letter you received provides the necessary details.

7. What if I don't pass the quiz?

If you don't pass the quiz, you can mail or bring documents to the Tax Commission to prove your identity. Once we receive the required documents, we'll continue processing your return.

8. What if I can't or don't want to take the online quiz?

You must mail or bring documents to the Tax Commission to prove your identity. Once we receive the required documents, we'll continue processing your return.

9. What if I don't verify my identity?

No refund will be paid. We won't issue any refund claimed on your tax return until you pass the quiz or we receive the required documents to verify your identity.

10. What documents are required to verify my identity?

You'll need to provide copies of the four items below:

  1. The letter that you received
  2. Your Social Security card, ITIN letter, Medicare card, or Medicare benefits statement.
  3. A document from Category 1 below
  4. A document from Category 2 below
Category 1: A copy of government-issued identification that has your full name, such as:
  • Idaho driver's license (current or expired less than a year)
  • Driver's license from any other state (current)
  • Idaho identification card
  • Passport
  • Military identification
  • Government-issued photo identification
Category 2: A copy of a document less than three months old that has your full name, address, and matches the name and address used on your current tax return, such as:
  • Utility bill (gas, electric, cable, cell phone, etc.)
  • Bank statement
  • Payroll stub
  • Tax bill
  • Rental agreement (signed by landlord and renter)
  • College or university transcript
  • Insurance policy (vehicle, homeowners, renters, health, life)
  • Credit card statement

You can either mail or bring the copies to a Tax Commission office.

  • We recommend you use registered or certified mail to track your documents and verify delivery.
  • Don't provide original documents; they won't be returned.
  • We can't accept documents sent by email or fax.
11. Where do I mail the identity verification documents?

Mail your identity verification letter, along with copies of the required documents, to:

12. Where do I bring the identity verification documents?

Bring your identity verification letter, along with copies of the required documents, to one of our offices:

  • Boise: 800 E Park Blvd, Plaza IV (8 a.m. - 5 p.m., Monday - Friday)
  • Coeur d'Alene: 1910 Northwest Blvd, Suite 100 (9 a.m. - 4 p.m., Monday - Thursday)
  • Idaho Falls: 150 Shoup Ave, Suite 16 (9 a.m. - 4 p.m., Monday - Thursday)
  • Lewiston: 1118 F St (limited hours; use buzzer outside office door for help)
  • Pocatello: 611 Wilson Ave, Suite 5 (9 a.m. - 4:30 p.m., Monday - Thursday)
  • Twin Falls: 440 Falls Ave (10 a.m. - 3 p.m., Monday - Thursday)

(Copies can be placed in secure drop boxes at any of these locations weekdays from 8 a.m. to 5 p.m. local time.)

13. How do you select people to take the quiz?

Returns are selected for the quiz based on a computer model that evaluates the potential for identity fraud. If your return is selected, you'll be required to take an identity quiz or provide documents proving your identity before we can process your return.

14. How does the quiz process work?

People selected to take an identity quiz will receive an identity verification letter asking them to complete the quiz online within 20 days. Once the quiz is complete, you'll know whether or not you passed it.

  • If you pass the quiz, your return will continue processing.
  • If you don't pass the quiz, you must mail or bring identity verification documents to the Tax Commission.

We won't pay any refund claimed on your return until you pass the quiz or we receive the required documents to verify your identity.
