PACT Act page added, Cigarette and Tobacco Tax pages expanded

A brand new "PACT Act" page was added to our website for the Prevent All Cigarette Trafficking (PACT) Act. Users can link to it from our recently expanded Cigarette Tax page, from our recently expanded Tobacco Tax page, or simply by using our site's search function.

All frequently asked questions were moved from our FAQ page onto these three comprehensive, one-stop-shop style Web pages.
